    Housing for All (Urban) – 2022

    Vision: “By the completion of 75 years of the nation’s independence, every family should have a permanent house with water connection, toilet facilities, electricity supply/facilities.”

    Concept: Housing for All by the year 2022.

    Mission: To achieve the above objective, Pradhan Mantri Awas Yojana – 2022 Housing for All (Urban) was launched.

    Implementation Strategy: To fulfil the housing needs of slum dwellers and urban poor through the following program options:

    Rehabilitation of slum dwellers with the participation of private developers using land as a resource.

    Promotion of affordable housing for weaker sections through credit-linked interest subsidy.

    Affordable housing in partnership with public and private sectors.

    Subsidy for beneficiary-led individual house construction/enhancement.

    Objective: To fulfill the housing requirements of urban poor/houseless families residing in cities, including slum areas.

    Mission Duration: 25 June 2015 – 31 March 2022

    Coverage: All statutory towns as per Census 2011, notified planning areas/later notified towns

    Target Family Category:

    Family Category – Annual Family Income – Permissible Carpet Area
    EWS – Up to ₹3 lakh – 30 sq. m.
    LIG – ₹3–6 lakh – 60 sq. m.
    MIG-I – ₹6–12 lakh – 90 sq. m.
    MIG-II – ₹12–18 lakh – 110 sq. m.

    • ‘Family’ refers to husband, wife, unmarried sons/daughters, none of whom (individually or collectively) should own a pucca house anywhere in the entire country.
    • An adult member having independent income (regardless of marital status) will be considered a separate family.
    • In a married couple, either the husband or the wife or both together can be covered under the scheme for one house only, provided neither of them owns a pucca house anywhere in India. Eligibility shall be according to the income category.

    Component Description:

    In-situ Slum Redevelopment:
    ‘In-situ’ slum redevelopment using “land as a resource” with private sector participation to provide housing to eligible slum dwellers is an important component.
    To enhance land potential under slums to provide housing by integrating eligible slum dwellers into the formal urban system.
    Slum redevelopment through participation of private developers/public authorities using land as a resource.
    Provision of ₹1.00 lakh per house as central assistance for EWS category houses constructed on government land with private participation.

    Loans at Lower Interest Rates for Eligible Homeless Families:

    • Advance payment of interest subsidy amount, reducing the loan EMI.
    • Applicants can contact the nearest bank and municipal office to apply for house construction / reconstruction / purchase as per the given table.
    • Fully centrally funded and operated by central nodal agencies – HUDCO and NHB.
    • Role of State Government and Municipal Authorities as facilitators.

    Affordable Housing through Partnership:

    • For those who do not own land to build a house and live on rent, affordable housing under the supply-based system can be arranged for Economically Weaker Section (EWS) category.
    • Construction of affordable houses through private/public sector participation.
    • A minimum of 35% of houses in a residential project (minimum 250 houses) must be reserved for the EWS category.
    • Central sanction of Rs. 1.50 lakh per house constructed under this category for EWS

    Beneficiary:

    The beneficiary family will include husband, wife, and unmarried sons/daughters. If no member of such a beneficiary family owns a pucca house anywhere in the entire country, they can receive assistance under the scheme. In the MIG category, an adult earning member who has his/her own income (regardless of marital status) can be a beneficiary. A beneficiary of the EWS category can receive assistance under all components. A beneficiary of the LIG/MIG category can receive assistance under the credit-linked scheme.
